Im building a 55 monk, but im kinda confused, im short 25 attrubute points not counting the major runes, is there other quests or somthing to get more attrubute points after reaching lvl 20???

Do you mean you are short in terms of you cannot get down to 55 hp or short in attribute points? Your post is not very clear in that respect, besides you need superior runes throughout when building a 55 not major.
Also what campaign did you complete Prophecies, Factions or Nightfall ?

Healing: 6
Protection 6
Devine: 7

Before the runes are added healing protection and devine should both be at 8. But i am not at lvl 20 and do not have enough attrbute points, i have not completed the prohcies campagain. Are there more quests yet that add attrubute points?

(i do not have any runes stacked yet except the radiant insignas)

Yes there are 2 quests you will have to do to get the last 30 attribute points.
I am assuming this is a prophocies monk since you mentioned prophocies.
